Draft 2027 Basin GSP Amendment:
As part of the state-mandated Groundwater Sustainability Plan (GSP) Periodic Evaluation (PE), Santa Margarita Groundwater Agency (SMGWA) determined the need to amend its approved GSP that was submitted to the Department of Water Resources (DWR) in January 2022.
SMGWA welcomes comments on either the draft GSP PE or the draft 2027 Basin GSP.

The SMGWA will receive an overview of the comments received and consider adoption of the GSP PE and 2027 Basin GSP Amendment at its regular meeting on October 22, 2026.
Approved 2022 Basin GSP:
Under the Sustainable Groundwater Management Act, one of the key responsibilities of SMGWA was the development, adoption, and submittal of a Basin GSP to the DWR. The
Basin GSP was adopted by the SMGWA Board of Directors on November 17, 2021, and submitted to DWR on January 3, 2022. On April 27, 2023, DWR approved the Basin GSP.

Review all written comments on the draft GSP received by the Board of Directors prior to the adoption of the GSP.
